Statements that it is permitted:

It is stated in Mawsoo'ah Al-Fiqhiyyah: There is no disagreement between the fuqaha concerning the roqyah of the Muslim for an unbeliever. And they use proof of the hadith of Abi Sa'eed Al-Khudri (may Allah be pleased with him). (Al-Mawsoo'ah Al-Fiqhiyyah 13 / 34)

Below is the hadith that the scholars use as evidence:

It has been reported by Abu Sa'eed Al-Khudri (may Allah be pleased with him) who said:

A group of the Prophet's companions (peace and blessings be upon him) set out and traveled until they joined one of the Arabian tribes. They asked for hospitality, but were refused. Then the leader of that tribe was stung, and his people tried everything to heal him, but nothing helped. And some of them said, “Why don't you go to those people who stay (nearby)? Maybe one of them has something. ” So they went up to them and said, “O people, our leader has been stabbed and we tried everything and nothing worked. Do you have anything? ” One of them said, “Yes, by Allah. I will perform ruqyah for him, but by Allah, we asked you for hospitality and you gave us nothing, so we will not do ruqyah for you unless you give us something in return. ” They agreed that they would be given a flock of sheep. Then he blew over him and recited Al-hamdu lillahi Rabb il-`Alamien (surah Al-Fatiha). And he recovered quickly from his pains, he started to walk, and he was completely healed. Then they took the flock of sheep and some of the companions of the Prophet (peace and blessings be upon him) said, "Let us divide it up among ourselves." The one who performed ruqyah said, "We do nothing until we return to the Prophet (peace and blessings be upon him) and tell him what happened and we will wait and see what he tells us to do." So she came to the Messenger of Allah (peace and blessings be upon him) and told what had happened. He said, "How did you know that's a ruqyah?" Then he said, “You have done the right thing. Hand out the sheep and give me a share. ” And the Messenger of Allah (peace and blessings be upon him) laughed. (Al-Bukhari No. 2276 and Muslim No. 2201

Statements that prohibit it:

Shaych ibn Jibreen (may Allah have mercy on him) was asked about doing roqyah for the people of the Book (Jews and Christians):

He answered:
Allah the Exalted has told us that the Koran is only a cure for believers, He says:

Interpretation of the meaning:

And from the Qur'an we reveal what is a cure and a grace for the believers; but for the unjust it only increases the loss. (surah Al-Israa verse 82

And Say, "It is a guidance and a healing for the believers." But the unbelievers have deafness in their ears and it is dark for them. They are called from a distant place (Surah Fussilat verse 44)

And these are Divine proofs that are enough to know that the Quran has no effect on a non-Muslim and that it will not be a cure for them, and that it will only increase their loss, and there is no doubt that the people of the Book and these are the Jews and the Christians are not believers in the Messenger of Allah (peace be upon him) nor in the Koran, and what becomes clear through the Koran is that they will not benefit from roqyah, so it is because of this that it is not allowed for a Muslim to treat a non-Muslim with roqyah and things similar to this because of the absence of a positive result (Written Fatawa Ibn Jibreen dated 24 sha'baan 1418)

This statement by ibn Jibreen is his opinion and ijtihaad, other scholars have only shared his opinion with regard to non-Muslims who are at war with the Muslim or who are hostile to it, it is in this group where the Quran will only increase their loss and not will bring healing.

The following question was asked to Shaych bin Bazz (may Allah have mercy on him):

Is it permissible for a Muslim to perform roqyah for an unbeliever?

He replied: If the Muslim is safe for him (the unbeliever) and he (the unbeliever) is not from those at war with the Muslim, then there is nothing wrong with it. (Fatwa of audio recording of the shaych made on 8 Sha'baan 1419 Hidrijah
