Is the sihr broken when the sahir dies?

Whether or not the sihr is broken when the sahir dies has to do with the sihr type.

If the sihr is eaten or drunk, the sihr must always be handed over so that it is destroyed, it does not matter whether the sahir is dead or not. The structure of the sahir may fall apart due to the death of the sahir, such as that the sihr is not renewed again and that the guards of the shayateen can no longer obtain advice from the sahir. Even if the sihr consists of another matter such as something that is buried or adheres to something, then the sihr must always be destroyed first.

If the sihr does not consist of material that has been eaten or drunk, or of something that has been buried or hanged somewhere, then with the will of Allah the sihr can be broken if the sahir dies, this is possible when, for example, sihr is chosen by means of incense, this sihr depends on the sahir that he maintains it and if he is dead this cannot and will be broken, or the sihr who holds a sahir with him and maintains through his breath like certain ashaar with knots , this sihr will be broken with the will of Allah when the sahir is dead.

Shaych Ibn Yasssin Al-Ma'aani was asked the following:

Is the effect of eaten or drunk sihr terminated when the sahir dies?

He answered:

This case has not occurred much to the practitioners (with roqyah) except in rare cases, because the origin is that it has to do with the nature of the sihr itself, and by this we mean that the matter of sihr must always be destroyed so that the sihr ends, so the case has to do with the sihr and not with the sahir.

Will the Evil Eye or Hasad be broken if the giver dies?

There is no evidence of the Qur'an or of the Sunnah that is discussing here, but the mutawaatir (many) has been reported by several reliable Roqyah specialists that this is the case wa ALLAHU A3lam.

Shaych Saalih ibn Hamood Al-Tuwayri has the following story:

First story:

It is about a woman who has been paralyzed, and she has lived in this state of paralysis for a long time. And one day when she did the tawaaf around the House of Allah at any given hour, she suddenly felt the power that she could walk again. And with the will of ALLAH, she succeeded in walking again and being as in the state in which she used to be. Later it became known that at the exact moment a man who had hit her with the evil eye in her village had died exactly when she could walk again and she returned to normal as before while she could not move at all for a very long time. Wa ALLAHU A3lam.

Second story: Taken from the book "Al-Ayn Haqq by Shaych Ahmed ibn Abdurahman Al-Shamimri page 42)

It has been reported that a man from a village was paralyzed for 25 for years, after this 25 year a man died in that same village and after fajr prayer the man felt he wanted to move and he stood on his feet and he knew that the man who died had hit him with the evil eye.

Shaych Ibn Jibreen has been asked (may Allah have mercy on him), is the evil eye broken when the giver dies?

He answered:

It has been widely reported by both the general Muslims and the specialists (in this area) that the effect of the evil eye disappears as the giver dies.
And the one who is touched with the evil eye immediately feels better like the one who was restrained by the eye from his wife (to have intercourse) then this effect will disappear when the giver (of the eye) has died. And this also applies to the person who has been hit with a disease on his body (by the eye) or the person who has been affected by his ability to reduce it or by wasting it with wrong expenses (by the eye) or by poor harvest or spoilage of its trees (through the eye) etc.
And in this way it moves between people, and perhaps the reason for this is that the soul of the giver of the evil eye is connected to his heart and his body and this causes the damage (of the evil eye) with the will of ALLAH, and the (evil eye) disappears when the soul leaves the body, weakening or destroying the effect (of the eye).

And he (may Allah have mercy on him) also said about this:

And as practice has shown, when the giver of the evil eye dies, this leads to the person who is touched with the evil also healing, and the reason for this may be that the evil soul when he leaves the body, the effect of the eye and heals the person who has been hit with it immediately.
